why starting torque is high for capacitor start and low for split phase motor?
Contrary to popular belief the capacitor does not provide a "boost". It provides a phase shift to create a larger displacement in the magnetic field generated in the motor windings.
For a typical split phase motor the start and run windings are physically different with the run windings being larger. The larger windings have less resistance and also less inductance. The smaller start winding has more resistance and higher inductance. When voltage is applied to both windings these differences will cause the magnetic field to peak at different times between the two.
On a motor the windings are displaced by 90 mechanical degrees between the start and run windings. So when voltage is applied here the magnetic north will appear at one winding and shift to the other winding. This will cause the magnetic field to appear to rotate. If I remember correctly a regular split phase motor can create a phase difference of about 20~25 degrees max.
Now suppose you introduce a capacitor in series with the start winding. This will cancel out the inductance and will cause a larger phase displacement between the start and run windings and because of this the magnetic field will be displaced in time as well. The motor for the most part is constructed the same, with the start and run windings placed 90 mechanical degrees from each other. However now you have a greater phase displacement between them electrically. Typically you can get a near 90 degree phase displacement.
Since you have a greater phase displacement with the cap start motor you will have greater starting torque.
